Ignition is locked up yet the steering wheel turns freely

I have a 69 VW beetle. My beetle was running fine
and well until I lifted the front end to convert to
disc brakes. When I was done I noticed the lights in
the speedometer were on but the key was in my
pocket. I attempted to put the key in and turn but it
would not move. I also turned the steering wheel
but it was not locked like usual when I cannot turn
the key.
