can injector pulse be tested accurately with a volt meter?

replaced fuel pump and spider assembly due to leaks and low pressure. Pressure is 55-60
now and holds. Will start but stumbles on acceleration and dies. After that it won't start
back up (more often than not) unless it sits for a while. With volt meter I'm getting a
constant 9+ voltage reading at injector harness. Not sure if the pulse is just too fast to be
measured with meter or if this is the source of my problem.

Ecm fires the injectors on the neg side. You might see a flicker between a + source and the neg trigger wire?
