wont start on the first time

Run a fuel system pressure test, see how long it holds pressure after it is shut down, it could be drain back through the fuel pump or the regulator is dumping all the pressure once the vacuum ceases to exist. May also be a erroneous sensor reading but you will need a live data scanner to find it.
