My 95 Dakota Sport idles too fast.

My 95 Dakota Sport idles too fast. I mean really fast. It's a 4 cylinder with new
tps and air flow control sensor. Why? It runs great immediately after installing
the sensors. Shut it off for a bit and restart and it roars at me and will NOT
return to normal idle. It passed emissions just before this started.

When you shut it off you messed up the idle relearn procedure. Disconnect as battery cable and turn on the headlight switch, wait 3 to 5 seconds, turn off the headlight switch, reconnect the battery cable. Start the engine turn on all accessories, if it is an automatic then set the brakes and put it in drive. Let the idle stabilize for about 3 to 5 minutes then drive as you normally would for at least 15 to 20 minutes. If that doesn't fix it then you may have a bad sensor ground somewhere or the ECM is messed up.
