Smog on 86 Toyota pickup

My 86 Toyota pickup failed smog three times. I
had it tuned up, new catalytic converter and it still
didn't pass.
It passed the first time two years ago, and passed
at the government smog. Its had some electrical
issues since someone messed with the battery
cable.  Could the electrical problem be an issue
with smog pass? If not can you help me figure this
out please?

sell it in Oregon where they don't have such laws...achem...no, probably going down the list...assure there is a NEW battery that has 12.5 volts....NEW battery cables with no corrosion....black post to the block and to the fender/chassis...should have the 12 volts when measured~ FUEL temp sensor...is my guess~ https://www.google.com/#q=1986+vw+pickup+fuel+temp+sensor. ...looking this is a diesel?~
