Had a similar problem with my 2006 Dodge Caravan. I found the relay bolted to a metal frame in front of the lower part of the radiator. I had to remove the top shroud in front of the radiator to access it. The mounting rivet needed to be drilled out and the new relay remounted with a large size sheet metal screw. Corrected my problem. Make sure to get the right relay for your vehicle.

2008 Town and Country 3.3L flexfuel. Problem With radiator fan not working. I checked relay on fuse panel as well as a relay on the top front near the driver's side headlight. All were fine. So there's 1 more relay with metal cooling fins on it. It is not of the from in front of radiator like I was told and i dont see it anywhere.....?????? On older models it was mounted on the engine bottom.
