2011 Jetta fuel pump relay

I have a problem with my Jetta.  It showed that it was out of gas and would
not start.  I knew that the tank was full and have since tested and confirmed
that the fuel pump works. I have checked the fuel pump fuses and they are
good.  From what I have read, it may be the fuse relay. I checked the
connection to the fuel pump and it seemed to be only providing 3.5 volts.  
Any ideas on where I could be losing voltage?

I was testing the connection to the fuel pump. I tested the fuel pump using a 12 v battery and it seemed to work. When I tested the connection to the fuel pump it gave 3.5 v.

I was checking the two larger outside slots on the connection as I understood those to be the power connections with the three smaller ones in the middle being for the fuel gauge.

I took a look and mine doesn't seem to have a control module. It looks like there is a spot for one in the cover but my wires go straight into the body. Would it be further down the line?

The car was running great with the current setup. It stopped starting while it was sitting in the garage. The fuel tank was topped up and that seemed to cause the problem . When I first looked at the fuel pump there was gas on top of it. I took the pump out and siphoned out some gas. After cleaning out the pump and testing it to confirm that it works, I started working my way through the electrical system to determine the power being provided.

I checked the voltage at the pump connection when I was cranking it over and it was at 11v. That should be enough to start the fuel pump. I think I have a bad connection. I have confirmed with VW that my model does not have a control module.
