need the filler fuel hose, can't get it off!

figure my car won't start cause of filiments caught in screen, but I cant get that darn rubber filler hose off to dropthe tank

If the hose is rubber and has a regular clamp connection, can't you just cut it to remove the tank and replace with a new piece of hose and a clamps?

but because of the money shortage (how embarissing) I cant afford the 7.99 for a new one,
