Could be a clogged radiator or clogged passages in cooling system in the engine block or clogged radiator or A.C condenser coils if a.c condenser sets in front of radiator. Flush cooling system with a good cooling system flush. Prestone Super Flush is really good and clean coils of radiator or a.c condenser with a garden hose and nozzle to remove any dirt and bugs that may be restricting air flow across coils.
