What does the Code mean and how do you fix it??

The control side of your power relay is being seen as open bc the computer isnt seeing 12 volts for it to ground... does the vehicle run?

If the vehicle doesnt run possible causes are open relay windings, blown fuse for that relay, if its ignition fed then a bad ignition switch and so on
