if ii still owe money can i advertise to sell?

to sell car on your site, still have loan but going to get a better price then dealer
if i sell myself.

Yes, but the car will have to be paid off to actually sell it. Many people when selling a car the has a lien on it (Money owed), do the transaction at the bank that you have the car loan with. That way it can be paid off, the lien released and the transaction completed all at the same time.
