why does the air condition has to run forty-five mintues before it cools off the car

when first starting the car up in the morning the air is very warm, after running for 45 minutes the car starts to cool, the air works fine as the day goes..This only happens in the morning with the first start up.

Could just be a little low on freon,and takes more time to cool,or it could be high tempretures we are having,takes longer to cool.
