My 2008 pt cruiser driver seat won't recline

So I driver seat won't recline, it kinda wants to on the side of the door, but it won't go
back. How do I fix this, I messed with it for a while and no luck.

No it does not go back or foreward, just can tell when you pull the latch that it releases on the left by the door but the right does not move.
