Won't start

Question type: Maintenance & Repair

Turned key to start, heard clicking noise but car wouldn't start.  Interior lights &
instrument panel lights work.  Could this be a starter or electrical issue?

I had to exact same problem, my 2008 Saturn Aura ex I replaced pretty much everything , under the hood finally, I replace the fuse box and all the problems stopped. It cost me 500 dollars at affordable car care, in Wauwatosa Wisconsin.
