Absolutely time in this case. Rubber deteriorates over time whether you use it or not. Tires are a very good example of this. You can have a set of 10 year old tires with 20,000 miles on them that are just as unsafe because of dry rot from sitting as a set of 3 year old tires with 60,000 miles that are bald from use.
