I am getting no power to the fuel relay, does that mean the fuel pump is bad?

The fuel relay isn't getting any power, does this mean that the fuel pump is bad and needs to be replaced?

Not necessarily, the power flows from the relay to the fuel pump, so you need to find out why the relay has no power, it seem odd that the relay would be totally dead, one leg should be hot all the time and the other hot when you first turn the key on for a few seconds then turn off. Check the fuses and the ignition switch. After you have located and repaired the power loss then measure the power at th fuel pump, it will also turn on for a few seconds then shut off, but it should be battery power. If the fuel pump then does not run you have a bad pump.
