You will need to do some diagnosing of this to find out if it is the gauge or the sender. Does the gauge drop when you turn the key off? If it does then the chances of the sender being bad is high, but if the gauge just stays put then the chances of the gauge itself are high. The only true way is to have a shop put a gauge tester on the fuel sender circuit and send measured resistance patterns through to the gauge.
