starting cold, indicator shows "engine hot A/C off".

temp gage is at "0" when engine is cold or after driving. fan is running constantly.  heater works good.  no leaks and coolant looks OK

Sounds like a bad coolant temperature sensor (shorted) or the ground wire going to the sensor is damaged and touching something metal. HTH. -Jim
