What does this connector do?

I found this by the fuse box and the battery. It seems to have an orange and a
red wires going in but end up with two silicone/rubber ends. It is not severed. I
opened it and it does not look like it's for any electrical connection.

perhaps it's a battery vent. Fuse? would see if the red wire is connected to the fuse~
