I have a 1998 saturn sc2 just recieved a trouble code P0117 coolant temp sensor low? What is wrong?please help!

I inspected the wire terminals and the previous owner had a new terminal installed. The butt splices were done very poorly one of the wires fell out and was making contact with the engine causing it to give false readings and the gauges were moving really quickly to different readings.
