Cooling fans only work when air on but won't if off and overheats at idle

I just discovered that if I don't turn on the fan
setting like hot or cold the car at idle overheats
because the fans dont spin like the needle went
over the middle then I noticed the coolant was
boiling, and fans at rest, glady the car didn't blow
rings however when I have the ac on the fans are
at constant work because ac makes the car run
hotter and the hot setting just disappate heat out
from the engine and I just don't understand why
the fans don't work if I don't run any air...note my
thermostat is new

Saturns run hot in general. There are two thermostats, don’t ask why. One of them might be broken, or maybe they’re both working but the engine doesn’t care because as I said, they run hot. You can check by leaving it on without it going to red and it might turn on after a while.

Has the water punp neen replaced? I have 99 sw1 and after having my water pump replaced mine does the same thing now.
