clicking noise usually is the starter, but if its manual gear it should start with the old fashioned push with clutch pressed while in first gear & release when atleast a few mph.

Are you push starting a standard transmission with the key on and it won't start? Start with the basics. Like the fuel pump, distributor and the air filter.

Done all that

Done that and it doesn't start ? Then you can't put it on the starter yet.

What is the remedy for this mess

Why does the stereo say loc and no sound but static.

Have you checked the battery ground straps? It's that or is there an alarm system?
