how to lay down the back seats on a 1997 chevy tahoe

i have a 1997 chevy tahoe and i can not get the back seat on the driver side to lay down. I can get the passenger side to lay down. The back driver seat is about 60% of the back seat

Possible the little latch rod is disconnected from the lock mechanism inside the seat.
