when i check for volts at the harness going to the pump i get a reading of 5.00
volts. does'nt that tell me that the fuel pump fuse and fuel pump relay are
good?

Voltage is too low, could be a bad relay or wiring, check the voltage as the fuel pump fuse then at the relay connections if not found there then you will have to follow the harness to the rear of the vehicle until you find the problem. HTH
