Maybe you need better tools. What exactly is the problem?

Put a steel tool like a blunt ended punch or a socket extension to put on the head of bolt (not on edge not trying to cut unto the metal) to give it a good hard solid hit with a hammer. Spray some rust solvent on the bolt. Like FOR said you may just need better tool to get to it easier and better. If the area is oil soaked I would not use map gas or similar to heat it up with as it may start a fire. A lot of cheap tools will round the head on bolts so you may want to avoid doing that. If head is still good then may use a breaker bar to get more power on it just be careful to not round the head. Of course drilling out the center of bolt and using a back out tool is last resort. I like to tap the head, and spray and walk away, come back spray and tap and walk away, let it soak it, give it a little wrenching not enough to round off head and if it does not break loose, tap and spray and walk away and try again until it turns loose as the last you want is it to break the head off all together..

6 sided sockets are always best , cheapo 12 sided will round it out for sure , they put them in tight
