Ahhh I am sorry to hear about your troubles. Unfortunately this is one of the curses of older Volkswagen's (The Jetta and The New Beetle in particular). Most likely it is the window switches (an actuator that sends the command to lower or raise the window to the motor in the door). Does the window on the passenger side roll down using the passenger side switch and not the drivers door "master" switch? If so, It could just be the master switch that has failed. Did they quit at the same time? This is also another symptom of a failed switch. Did they stop working at different times? That could be a sign that the actual motors in the doors are broken. My best advice. Go to a salvage yard, or buy a new switch of Amazon or Ebay. A mechanic is going to charge you an arm and a leg to fix it, and really all it requires is some basic tools to get the door liner off (thats the hard part), and swap out the switches and/or motors.
