Replaced battery in 99' Tahoe, but can't get it to turn over. All electrical works, but will not start/turnover. Cabin lights stay on, can't turn them off.

You can try disconnecting a battery cable and wait a few minutes, when you go to reconnect the cable try not to make it arch, then check too see if it now works, if it doesn't then you will have to go to the dealer and have the system reflashed. Everyone that works on their own late model vehicles should have what they call a code saver device, it plugs into the lighter or power port before you remove the battery, this allows the system to maintain the presets in the computer system and the radio, seats etc. HTH

You may also have to use the key and lock then unlock the doors to turn off the antithieft device also. I just remembered that.
