Replace fuel filter, check fuel pressure, needs to be 56 lbs. to 62lbs. Also you say you have spark, was it checked threw a plug wire?

The vehicle died while driving down the road. It will crank but won't start unless you use starter fluid. Then dies. Have changed the plugs and yes checked the spark thru the wire.

Fuel filter, & fuel pressure, will not start under 50 lbs. hard starting 55 to 50.

Yes, This sound like its in need of a new fuel filter... Also check the fuel lines... You say its a 1999 right. And I would bet its not garage kept. I would also check vacuum lines for dry-rot...
