Have a 2003 Chevy blazer ac compressor does not shut off when heat is turned on. Runs without kicking out in heat mode. Changed main fuse box relay and HVAc controller in dash.

The A/C system will run, regardless of the temperature setting, on max a/c, a/c, bi-level, and defrost. If you have automatic climate control it will run anytime the outside temperature is above 35°F. This is to dehumidify the air coming into the passenger's compartment and prevents the windows from fogging up. I use the A/C setting year round and adjust the temperature setting for my comfort.
