Hi samtim678, I've had this problem and it ended up being the electric motor. I had to remove the door panel and replace it on the side of the road on our way to California one year. Hope this helps!

We had the same problem with our 95. After replacing all switches, relays etc. we discovered that the last time the rear window wiper was used it did not seat itself correctly. When that happens there is a safety switch that engages and the rear window will not roll down. We fixed the problem by starting the car and running the rear wiper a few times until it was in the correct position for the window to work. Check this first before you spend the money on parts.

Different person, but same problem. I guess I was lucky and didn't have to replace the motor. Toyota wanted about $1000 to replace the power relay, which i did need to replace. But after I put in the new part the window would role up but not down. Running the rear wipers did the trick. So I saved myself about $900 this time, thanks to helpful people like dvigano and Lisa.
