Torn out ignition switch + key & chip torn out

Ignition switch was torn out + key took apart
and chip taken out, wires were cut as well;
have all the parts, already fixed the wires but
can't get the car to stay running due to fuel
pump/security lockout. The ignition switch
is not  in it or repairable.How can I get it
running?

Find a used steering column with keys that hasn't been destroyed. Install it and then take it to a dealer who can get it programmed to match the car. Won't be cheap, but at least you'll have a car that runs.
