Why is my fans not kicking in when they should

It is highly unlikely the fans themselves have failed, but the whole system includes fuses, relays and sensors, any one of which could have failed. Scanning for trouble codes may also give you some direction. Then check the fuses, trouble shoot the relays and the sensor. And of course check the coolant level to make sure its full.
