Can't Turn Car All the Way Off

Probably time for a new ignition switch.

Look at the bottom of the steering column directly under the ignition lock. You should see a hole. Use a small screwdriver or similar tool and push it up in the hole. There's a solenoid in there that prevents the ignition lock from going to the off position if the shifter is not in park. At least that's what it's supposed to do. What usually happens is the wiring harness in the center console develops a bad connection because it rides back and forth with the shifter. When this happens the solenoid in the steering columb is not energized and the ignition lock will not go to the off position. The hole in the bottom of the steering column is the emergency release. It's also possible that the solenoid itself is bad. So some diagnostics are required to determine which part is bad. Hope that helps! Jim

I agree with Js. It's most likely a problem in the wiring. Fairly common problem.
