It will not shift into 4th seems like it wants to but nothing happens can anyone tell me what this problem is related to

The transmission. You'll have to have the issue diagnosed, might be it might be the overdrive band is burnt not allowing the trans to shift into 4th. Of course, that means tearing into the trans to replace, and since the shop has it apart, they will suggest a rebuild, only makes sense. So you have to decide if the car is nice enough to put $2-3K into the vehicle to drive it a few more years or just drive it as is.

I was told my a few good mechanics that it most likely is an overdrive solenoid or something
