since August the headlights and tail lights on my 2005 Pontiac Grand Am stay on after the car has been shut off. I have to disconnect the battery to make them go off? Any ideas?

The headlights and tail lights stay on even after the car is shut off. I have to disconnect the battery every time. Also, the lights flicker and I can hear a clicking sound coming from under the hood. Any solutions?
