what does steering fluid look like?

can not turn steering wheel.  checked pump and there is thick rust looking fluid around the top.  Any clues?

There shouldn't be any thick rust looking stuff, your rack and pinion might be the issue though. Have it towed to an auto shop to find out what failed and why.
