a/c is not blowing cold

My a/c  recharge line had blowned so i replaced it with a new one and
recharged the freon. The a/c was working fine but now it does not working. How
do i check to see if the clutch on the compressor is clicking on. Where should i
check to solve the problem.

    Pressure seems about the same in liquid line and low side line , but at the hot gas port on compressor the pressure go up to 400 lbs. and then the compressor shuts off.
