There is a 3 amp in the fuse in the central junction box (inside of car) and there is a 30 amp fuse in the auxiliary junction box under the hood.

If your wipers are working otherwise OK, both fuses are OK. The windshield washer circuit consists of: • Multifunction Switch (at steering column). • Wiper Motor Module with integrated washer pump relay (under cowl). • Washer Pump (mounted under car in the bottom of the washer reservoir). • Wiring Harness. The wash/wipe function is activated when the wiper motor module (internal to the wiper motor assembly) receives a signal through circuit 31S-KA19 (black wire w/red stripe). When the multifunction switch (MFS) wash button is activated (push in stalk) for greater than a ¼-second the wipers will cycle and send voltage through circuit 30S-KA7 (red wire with a white stripe) to the washer pump, for up to 10-seconds maximum. First, check the washer pump. When activating the washer, check for voltage on the red wire with a white stripe (may be yellow) with a test light at the motor harness connector. If voltage is present, check for a good ground on the black wire. If the ground is good, replace the (defective) pump. If there is no voltage when the switch is activated, check for output voltage on the red wire with a white stripe (position 7) at the wiper motor harness connector when the washer switch is activated. If there is voltage, check the resistence in the red wire with a white stripe between the wiper motor harness connector and the washer pump connector. If the resistance measures more than 5-ohms, you have an open circuit in the wire - you'll have to trace the wire to find the open/short circuit and repair. If resistance is less than 5-ohms, then check the connector at the wiper motor for corrosion or bent/missing pins (damage). If it's OK, reconnect and make sure everything seats properly. Re-test the washer function. If the pump still does not operate, there is either a problem with the wiper motor's control module (washer pump relay is integrated) or a problem with the multi-function switch (MFS) in the steering column. When activating the washer function, check for voltage on circuit 31S-KA19 (black wire with red stripe) at the wiper motor. If there is voltage when the washer switch is activated, you have a bad wiper control module - replace the motor. If there is no voltage when the switch is operated, there is either a faulty MFS or an open in the circuit between the MFS and the wiper motor.
