For a lot of 90s Fords they were being tucked in the trunk, behind the carpet/liner along the sides. Earlier Fords stuck them under the rear seats in the webbing or under the edge of the carpet. You may have to pop a few plastic rivets out to remove a trunk liner, same with any interior trim pieces.
