Ouch never heard of it costing that much, usually it consists of the timing belt, water pump, timing belt idlers, timing belt tensioner, coolant and maybe a new serpentine belt. I would go to an independent shop and get a price, sounds like the dealer is out to get you.

how many miles are on the car? you should check your owners manual because i know honda as with any manufacturer has recommended maintenance for different milage. ie spark plug changes, oil changes transmission flush etc. could be your car is at one of the recommended intervals.
