How to remove outside house paint from a car?

My mom (who should have her license removed)
swiped the side of her car on the house when
pulling out of her garage and the paint transfer was
pretty bad. She tried to remove some of it herself
with a sponge of some sort and I think in doing
that removed some of the clear coat as the shine
is gone in the area where she used the sponge.

How can I safely remove the rest of the paint
without damaging the clear coat?

Is there a way to restore the shine with waxing or
clay baring the area?

I'd use some cleaner wax and a rag to remove the paint and maybe it will add some shine back, but the damage might already be done if she used an abrasive sponge. You can use some rubbing compound if the wax doesn't work.
