our mechanic put a new alternator and did a tune up on it and then i started having a/c problems....  now it's said
the alternator and battery is good, that it is something under the a/c that is seizing up.?

Yes, it sounds like one of the belt driven components has seized. This would cause a screeching sound, and the belt would start to smoke.
