Speedometer - sending unit or cluster?

speedometer just started reading from 60 when stopped and gets pinned at about 75 80 but moves smoothly, do you think it is a sending unit or the cluster itself?

If it was the speed sensor you would have a check engine light and a code for it. Most likely it is the DC motor that drives the speedometer or a bad connector behind the dash unit.
