You have an air leak in one of the rear air bags and the system has seen a problem and shut them off.

Look for the airbag switch first. It will be in 1 of 2 places on that vehicle, either in the trunk with a little panel that snaps off of the left side and the switch is under it. Or it will be in the passenger front foot-rest area, you may have to stick your head up there with a small flashlight.

Also If you've had it serviced recently, the oil changed or anything, at a shop... Shops always disable the airbags when they lift a vehicle just in case the compressor kicks on and pumps the airbags full, thus blowing them out when you lower it to the ground.

I had this problem several times. The first time we thought it was the pump. It turned out to be a relay under the dash right above the gas pedal. We couldn't get it from Ford and had to search. Finally found it online at a salvage yard in Texas. The other time I had a pinhole in one of my airbags. We considered replacing but after speaking with a couple of "experts" who said they considered the Nav suspension a Lincoln dogturd and telling us we would continue having problems we got a set of coils off a wrecked truck at Pull apart and had them installed. The 4 Coils cost like $125/set and our mechanic charged $150 to install. Cheap permanent fix and we won't have to worry about the air bags going out one at a time but unfortunately now it rides like a dang dumptruck on rough roads.
