Fuel problem

I have a 1971 beetle the fule tank gets
pressure in it.it will start then runs out
of gas to the carb. The shaft to the fuel
pump slides freely

Keep the fuel cap cracked loose to let air in and see if that helps, it's supposed to have a vented cap as as vacuum will be created inside the tank and will equalize with the output of the pump quickly without one
