I have a 73 wagoneer, i can only get about 3 gal of gas in the tank at a time. The filler tube and vent is clean, I checked. Why can't fill the tank?

It still sounds like the vent is inoperative, have you tried pulling a vacuum on the vent hose, possibly the valve is stuck due to ethanol fuel, it might have to be replaced.
