When I am driving not accelerating the rpms will go
up not alot though. When I do accelerate it doesn't
happen.

The RPM's will change with the speed of the engine, not the car. So, if you accelerate slowly, and the transmission does not change gears, you will not notice a measurable change in RPM's.
