my break is stuck and car won't start on my Mitsubishi Lancer 2002?

the car won't start and the break light is on and the breaks are stuck

The brake light might be for the parking brake, indicating it is on. Or it may be indicating "low on brake fluid". Now, if it won't start, I would try to jump start it then try to determine if it is a failing battery or maybe the alternator isn't keeping the battery charged up. Those things can be tested.
