Engine shaking and engine light on

What would cause the engine light to come on and
the engine to shake in a 1999 Mercury Cougar?

Sounds like the engine is misfiring. If you have a code reader scan for codes to see what cylinder (or cylinders) are causing the misfire. If you don't have a scanner Autozone will scan and print out codes for free. Multiple items can cause a misfire so it might be a good idea to have the vehicle professionally checked.
