Have 2000 Grande Marquis car. Heat/air fan stays on high all the time. Can't even shut it off.

Sounds like the controller has failed. It's on the firewall on the passenger's side of the engine compartment. If you have automatic climate control that's going to be it. They're known for failure. HTH. -Jim
